Fortress Maximus came with:
2 ramps
2 red cannons
1 large blue rifle
1 large double-barrelled cannon
1 red radar dish
Cog (Gasket + Grommet: 2 blue arms, 1 grey torso/car, and 1 pair of legs/car)
Cog's gun
Cerebros' gun
Spike (doubles as the head of Cerebros)
Cerebros (doubles as the head of Fort Max)

Fortress Maximus -- or 'Fort Max' -- Cerebros, Cog, and Spike were Headmasters, meaning that the heads of the robots were their own transformable robots: "Nebulans." In this instance, Spike is the head of Cerebros, who is the head of Fort Max.
